2 Chronicles 28:23
New English Translation
23 He offered sacrifices to the gods of Damascus whom he thought had defeated him.[a] He reasoned,[b] “Since the gods of the kings of Syria helped them, I will sacrifice to them so they will help me.” But they caused him and all Israel to stumble.

The perspective is that of Ahaz, not the narrator! Another option is that “the kings” has been accidentally omitted after “gods of.” See v. 23b.

23 He offered sacrifices to the gods(A) of Damascus, who had defeated him; for he thought, “Since the gods of the kings of Aram have helped them, I will sacrifice to them so they will help me.”(B) But they were his downfall and the downfall of all Israel.(C)
