Proverbs 28:14-16

14 Blessed is the man that [a]feareth always: but he that hardeneth his heart, shall fall into evil.
15 As a roaring lion, and an hungry bear, so is [b]a wicked ruler over the poor people.
16 A prince destitute of understanding is also a great oppressor: but he that hateth covetousness, shall prolong his days.

16 A tyrannical ruler practices extortion,
but one who hates ill-gotten gain will enjoy a long reign.
