If you declare(A) with your mouth, “Jesus is Lord,”(B) and believe(C) in your heart that God raised him from the dead,(D) you will be saved.(E) 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, “Anyone who believes in him will never be put to shame.”[a](F) 12 For there is no difference between Jew and Gentile(G)—the same Lord is Lord of all(H) and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord(I) will be saved.”[b](J)

14 How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them? 15 And how can anyone preach unless they are sent? As it is written: “How beautiful are the feet of those who bring good news!”[c](K)

16 But not all the Israelites accepted the good news.(L) For Isaiah says, “Lord, who has believed our message?”[d](M) 17 Consequently, faith comes from hearing the message,(N) and the message is heard through the word about Christ.(O)

If you confess that Jesus is Lord and believe that God raised him from death, you will be saved. 10 For it is by our faith that we are put right with God; it is by our confession that we are saved. 11 (A)The scripture says, “Whoever believes in him will not be disappointed.” 12 This includes everyone, because there is no difference between Jews and Gentiles; God is the same Lord of all and richly blesses all who call to him. 13 (B)As the scripture says, “Everyone who calls out to the Lord for help will be saved.”

14 But how can they call to him for help if they have not believed? And how can they believe if they have not heard the message? And how can they hear if the message is not proclaimed? 15 (C)And how can the message be proclaimed if the messengers are not sent out? As the scripture says, “How wonderful is the coming of messengers who bring good news!” 16 (D)But not all have accepted the Good News. Isaiah himself said, “Lord, who believed our message?” 17 So then, faith comes from hearing the message, and the message comes through preaching Christ.

5-8a Moses writes of righteousness-by-the-Law when he says that ‘the man who does those things shall live by them’—which is theoretically right but impossible in practice. But righteousness-by-faith says something like this: ‘Do not say in your heart, Who will ascend into heaven?’ to bring Christ down to us, or ‘who will descend into the abyss’ to bring him up from the dead? ‘The word is near you, even in your mouth and in your heart’.

8b-11 It is the secret of faith, which is the burden of our preaching, and it says, in effect, “If you openly admit by your own mouth that Jesus Christ is the Lord, and if you believe in your own heart that God raised him from the dead, you will be saved.” For it is believing in the heart that makes a man righteous before God, and it is stating his belief by his own mouth that confirms his salvation. And the scripture says: ‘Whoever believes on him will not be put to shame’.

12-13 And that “whoever” means anyone, without distinction between Jew or Greek. For all have the same Lord, whose boundless resources are available to all who turn to him in faith. For: ‘Whoever calls upon the name of the Lord shall be saved’.

Can we offer the excuse of ignorance on Israel’s behalf?

14-15 Now how can they call on one in whom they have never believed? How can they believe in one of whom they have never heard? And how can they hear unless someone proclaims him? And who will go to tell them unless he is sent? As the scripture puts it: ‘How beautiful are the feet of those who preach the Gospel of peace, who bring glad tidings of good things!’

16 Yet all who have heard have not responded to the Gospel. Isaiah asks, you remember, ‘Lord, who has believed our report?’

17 (Belief you see, can only come from hearing the message, and the message is the word of Christ.)

So if you believe deep in your heart that God raised Jesus from the pit of death and if you voice your allegiance by confessing the truth that “Jesus is Lord,” then you will be saved! 10 Belief begins in the heart and leads to a life that’s right with God; confession departs from our lips and brings eternal salvation. 11 Because what Isaiah said was true: “The one who trusts in Him will not be disgraced.”[a] 12 Remember that the Lord draws no distinction between Jew and non-Jew—He is Lord over all things, and He pours out His treasures on all who invoke His name 13 because as Scripture says, “Everyone who calls on the name of the Lord will be saved.”[b]

Faith is not something we do. It is a response to what God has done already on our behalf, the response of a spirit restless in a fragmented world.

14 How can people invoke His name when they do not believe? How can they believe in Him when they have not heard? How can they hear if there is no one proclaiming Him? 15 How can some give voice to the truth if they are not sent by God? As Isaiah said, “Ah, how beautiful the feet of those who declare the good news of victory, of peace and liberation.”[c] 16 But some will hear the good news and refuse to submit to the truth they hear. Isaiah the prophet also says, “Lord, who would ever believe it? Who would possibly accept what we’ve been told?”[d] 17 So faith proceeds from hearing, as we listen to the message about God’s Anointed.
