2. Response: doxological hymn (4:13)

The doxology renders praise to Yahweh the Creator, who forms the mountains and creates the wind. Certainly he is praised as absolute Sovereign, who changes the morning to darkness and walks majestically on the high places of the earth. It is Yahweh (that is his name) and no other God who does this.
