That ch. 3 constitutes a new unit is denoted by the introductory comment that designates Habakkuk as a prophet (nābî), as in 1:1. Habakkuk then acknowledges that God’s mighty acts of deliverance in the past are awe inspiring. He longs for God to reveal himself afresh in his contemporary setting.
