C. Habakkuk’s Second Complaint: The Inequity of Divine Justice (1:12-2:1)

Yahweh’s response was unsatisfying and unacceptable to Habakkuk. He objects by appealing first to Yahweh’s character. He is the Lord God, the Holy One, the Rock who is eternal and who ordains his instruments for justice (v.12). Yet Habakkuk objects that punishing Judah along with the Babylonians is a greater evil than the first, a worse injustice than before. After confidently stating his case, the prophet positions himself to receive the Lord’s answer (2:1).
