C. The Deliverance of Zion’s People (9:11-10:1)

Prior to the arrival of this King, his people were like victims at the bottom of a waterless pit (v.11). After his advent, he will deliver and restore them because of the blood of his covenant with them (v.11). Elsewhere in the OT this expression (“blood of my covenant”) is used only in the covenant at Sinai (Ex 24:8). Its full significance was made clear by Jesus (Mt 26:28).

In 9:14-10:1 the prophet uses apocalyptic language to describe Yahweh’s magnificent warfare against Israel’s enemies. His appearance in the storms of the south (v.14) probably recalls his awe-inspiring theophany at Sinai (Ex 19:16-19; 24:9-10). The certainty of his victory ensures the celebration of his people (vv.15-16). The cessation of poverty (9:17-10:1) will also accompany this new age of victory and peace.
