E. Moses Appoints Cities of Refuge East of the Jordan (4:41-43)

The appointment of the cities of refuge in 4:41-43 is appropriately placed here. All Israel will cross the Jordan to take Canaan. But a system of social order and justice is instituted for those who would remain in the land east of the Jordan.
