John brings his account of Jesus' public ministry to a close by showing how the unbelief Jesus has met is a fulfillment of Scripture (12:37-43). Then he adds a general appeal given by Jesus without indicating when or where it is spoken. It sums up many of the themes Jesus has taught throughout his ministry and provides an introduction to the section that follows: his private teaching to his disciples.
