4:5 create. In the new act of redemption, the Creator of heaven and earth (40:26; 42:5; 45:12, 18) will renew everything for the sake of His people. The glory of the messianic age is given by God, and does not come from human effort or skill (Jon. 2:9; Eph. 2:4–10).

cloud . . . smoke . . . shining of a flaming fire. Unlike the burning of the fire of judgment in v. 4, this cloud and fire signals God’s protective presence, as at the Red Sea (Ex. 13:20–22), over the tabernacle (Ex. 40:34–38), and in the wilderness (Num. 9:15–23). Here His presence covers a restored and sanctified Mount Zion (2:2 note).
