1:14 Consecrate a fast. The priests are also to provide leadership in the community by proclaiming a public fast so that the entire nation could stop all regular activities for a time (probably for a day, Judg. 20:26; 1 Sam. 14:24; Jer. 36:6–9) to acknowledge God’s judgment and to repent.
