Shechem. The very place where God had first promised the land to the descendants of Abraham (Gen. 12:6–7) is the place where the descendants assemble, having received the land. See note 8:30.

before God. This does not necessarily imply the movement of the tabernacle from Shiloh (19:51) to Shechem for the occasion. The presence of God was not restricted to the tabernacle (cf. 1 Kin. 8:27), just as His presence was not guaranteed by physical possession of the ark (1 Sam. 4:3–11).
