23 David did not number those below twenty years of age, for the Lord had promised to make Israel as many as the stars of heaven. 24 Jo′ab the son of Zeru′iah began to number, but did not finish; yet wrath came upon Israel for this, and the number was not entered in the chronicles of King David.

New International Version
23 David did not take the number of the men twenty years old or less,(A) because the Lord had promised to make Israel as numerous as the stars(B) in the sky. 24 Joab son of Zeruiah began to count the men but did not finish. God’s wrath came on Israel on account of this numbering,(C) and the number was not entered in the book[a] of the annals of King David.

25 Azmaveth son of Adiel was in charge of the royal storehouses.
Jonathan son of Uzziah was in charge of the storehouses in the outlying districts, in the towns, the villages and the watchtowers.
