1 Corinthians 7:38-40

38 So then, he who marries his fiancée[a] does well; and he who refrains from marriage will do better.
39 A wife is bound as long as her husband lives. But if the husband dies,[b] she is free to marry anyone she wishes, only in the Lord. 40 But in my judgement she is more blessed if she remains as she is. And I think that I too have the Spirit of God.

New International Version
38 So then, he who marries the virgin does right,(A) but he who does not marry her does better.[a]
39 A woman is bound to her husband as long as he lives.(B) But if her husband dies, she is free to marry anyone she wishes, but he must belong to the Lord.(C) 40 In my judgment,(D) she is happier if she stays as she is—and I think that I too have the Spirit of God.

He is not sinning.
