The Voice
3-4 Now on the first day of the 11th month, 40 years after the nation left Egypt and sometime after Moses had defeated Sihon (king of the Amorites who ruled in Heshbon) and Og (king of Bashan who ruled in Ashtaroth and Edrei), Moses began to give to a new generation of the Israelites each word the Eternal had commanded him to tell them. 5 Beyond the Jordan River in the land of Moab, Moses tried to explain this law and its outworking for the people.

Deuteronomy 1:3-5
New International Version
3 In the fortieth year,(A) on the first day of the eleventh month,(B) Moses proclaimed(C) to the Israelites all that the Lord had commanded him concerning them. 4 This was after he had defeated Sihon(D) king of the Amorites,(E) who reigned in Heshbon,(F) and at Edrei had defeated Og(G) king of Bashan, who reigned in Ashtaroth.(H)
5 East of the Jordan in the territory of Moab,(I) Moses began to expound this law, saying:
