Deuteronomy 25:5-7

5 “When brothers live together and one of them dies and has no son, the dead man’s wife must not be married outside the family to a strange man. The husband’s brother will take her as his wife and do what he should for her as a brother-in-law. 6 The first son born to her will take the name of the dead brother so his name will not be forgotten in Israel. 7 But the man might not want to take his brother’s wife. Then his brother’s wife should go to the leaders at the gate and say, ‘My husband’s brother will not make his brother’s name to be remembered in Israel. He is not willing to do the duty of a brother-in-law to me.’

Deuteronomy 25:5-7
New International Version
5 If brothers are living together and one of them dies without a son, his widow must not marry outside the family. Her husband’s brother shall take her and marry her and fulfill the duty of a brother-in-law to her.(A) 6 The first son she bears shall carry on the name of the dead brother so that his name will not be blotted out from Israel.(B)
7 However, if a man does not want to marry his brother’s wife,(C) she shall go to the elders at the town gate(D) and say, “My husband’s brother refuses to carry on his brother’s name in Israel. He will not fulfill the duty of a brother-in-law to me.”(E)
