16 For men indeed swear by a greater authority than themselves, and for them an oath of confirmation ends all dispute. 17 So God, wanting to show more abundantly the immutability of His counsel to the heirs of promise, confirmed it by an oath.

16 People swear by someone greater than themselves, and the oath confirms what is said and puts an end to all argument.(B) 17 Because God wanted to make the unchanging(C) nature of his purpose very clear to the heirs of what was promised,(D) he confirmed it with an oath.
