17 The mournful, inspired prediction (a burden to be lifted up) concerning Damascus [capital of Syria, and Israel’s bulwark against Assyria]. Behold, Damascus will cease to be a city and will become a heap of ruins.
2 The cities of Aroer [east of the Jordan] are forsaken; they shall be for flocks, which shall lie down, and none shall make them afraid.
3 His bulwark [Syria] and the fortress shall disappear from Ephraim, and the kingdom from Damascus; and the remnant of Syria will be like the [departed] glory of the children of Israel [her ally], says the Lord of hosts.

A Prophecy Against Damascus
17 A prophecy(A) against Damascus:(B)
“See, Damascus will no longer be a city
but will become a heap of ruins.(C)
2 The cities of Aroer(D) will be deserted
and left to flocks,(E) which will lie down,(F)
with no one to make them afraid.(G)
3 The fortified(H) city will disappear from Ephraim,
and royal power from Damascus;
the remnant of Aram will be
like the glory(I) of the Israelites,”(J)
declares the Lord Almighty.

3 Thus says the Lord: For three transgressions of Damascus [the capital of Syria] and for four [for multiplied delinquencies], I will not reverse the punishment of it or revoke My word concerning it, because they have threshed Gilead [east of the Jordan River] with iron sledges.(A)
4 So I will send a fire [of war, conquest, and destruction] upon the house of Hazael [who killed and succeeded King Ben-hadad] which shall devour the palaces and strongholds of Ben-hadad.
5 I will break also the bar [of the gate] of Damascus and cut off the inhabitant from the plain of Aven or On, and him who holds the scepter from Beth-eden; and the people of Syria [conquered by the Assyrians] shall go into exile to Kir, says the Lord.(B)
