Numbers 15:29-31

²⁹ You will have one Law for him who does anything without knowing it, for him who is one of the people of Israel and for the stranger who lives among them. ³⁰ But if a person born in the land or a stranger does anything wrong and means to do it, he is speaking against the Lord. That person must be cut off from among his people. ³¹ Because he has hated the Word of the Lord and has broken His Law, that person must be cut off for sure. His guilt will be on him.’”
