2 Balak the son of Zippor saw all that Israel had done to the Amorites. 3 Moab was very afraid of the people, because they were many. Moab was distressed because of the children of Israel. 4 Moab said to the elders of Midian, “Now this multitude will lick up all that is around us, as the ox licks up the grass of the field.”
Balak the son of Zippor was king of Moab at that time.

2 Now Balak son of Zippor(A) saw all that Israel had done to the Amorites, 3 and Moab was terrified because there were so many people. Indeed, Moab was filled with dread(B) because of the Israelites.
4 The Moabites(C) said to the elders of Midian,(D) “This horde is going to lick up everything(E) around us, as an ox licks up the grass of the field.(F)”
So Balak son of Zippor, who was king of Moab at that time,
