“The cities you give the Levites will include six cities of refuge,(A) which you will provide so that the one who kills someone may flee there; in addition to these, give forty-two other cities.(B) The total number of cities you give the Levites will be forty-eight, along with their pasturelands.(C) Of the cities that you give from the Israelites’ territory, you should take more from a larger tribe and less from a smaller one.(D) Each tribe is to give some of its cities to the Levites in proportion to the inheritance it receives.”

Cities of Refuge

The Lord said to Moses, 10 “Speak to the Israelites and tell them: When you cross the Jordan into the land of Canaan, 11 designate cities to serve as cities of refuge for you, so that a person who kills someone unintentionally may flee there.(E) 12 You will have the cities as a refuge from the avenger,(F) so that the one who kills someone will not die until he stands trial before the assembly. 13 The cities you select will be your six cities of refuge. 14 Select three cities across the Jordan and three cities in the land of Canaan to be cities of refuge.(G) 15 These six cities will serve as a refuge for the Israelites and for the alien or temporary resident among them, so that anyone who kills a person unintentionally may flee there.

Cities of Refuge(A)

“Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(B) In addition, give them forty-two other towns. In all you must give the Levites forty-eight towns, together with their pasturelands. The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(C)

you are to set apart three cities for yourselves within the land the Lord your God is giving you to possess.(A) You are to determine the distances[a] and divide the land the Lord your God is granting you as an inheritance into three regions, so that anyone who commits manslaughter can flee to these cities.[b]

“Here is the law concerning a case of someone who kills a person and flees there to save his life, having killed his neighbor accidentally without previously hating him: If, for example, he goes into the forest with his neighbor to cut timber, and his hand swings the ax to chop down a tree, but the blade flies off the handle and strikes his neighbor so that he dies, that person may flee to one of these cities and live. Otherwise, the avenger of blood in the heat of his anger[c] might pursue the one who committed manslaughter, overtake him because the distance is great, and strike him dead. Yet he did not deserve to die,[d] since he did not previously hate his neighbor. This is why I am commanding you to set apart three cities for yourselves. If the Lord your God enlarges your territory as he swore to your ancestors, and gives you all the land he promised to give them— provided you keep every one of these commands I am giving you today and follow them, loving the Lord your God and walking in his ways at all times—you are to add three more cities to these three. 10 In this way, innocent blood will not be shed, and you will not become guilty of bloodshed in the land the Lord your God is giving you as an inheritance.(B) 11 But if someone hates his neighbor, lies in ambush for him, attacks him, and strikes him fatally, and flees to one of these cities, 12 the elders of his city are to send for him, take him from there, and hand him over to the avenger of blood and he will die. 13 Do not look on him with pity but purge from Israel the guilt of shedding innocent blood, and you will prosper.

This is the rule concerning anyone who kills a person and flees there for safety—anyone who kills a neighbor unintentionally, without malice aforethought. For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. Otherwise, the avenger of blood(A) might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. This is why I command you to set aside for yourselves three cities.

If the Lord your God enlarges your territory,(B) as he promised(C) on oath to your ancestors, and gives you the whole land he promised them, because you carefully follow all these laws I command you today—to love the Lord your God and to walk always in obedience to him(D)—then you are to set aside three more cities. 10 Do this so that innocent blood(E) will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.(F)

11 But if out of hate someone lies in wait, assaults and kills a neighbor,(G) and then flees to one of these cities, 12 the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13 Show no pity.(H) You must purge from Israel the guilt of shedding innocent blood,(I) so that it may go well with you.
