2 Due to a [a]wrongdoing of [b]a land its leaders are (A)many,
But (B)by a person of understanding and knowledge, so it endures.
3 A (C)poor man who oppresses the helpless
Is like a driving rain [c]which leaves no food.
4 Those who abandon the Law (D)praise the wicked,
But those who keep the Law (E)strive against them.

but a ruler with discernment and knowledge maintains order.

is like a driving rain that leaves no crops.
4 Those who forsake instruction praise the wicked,
but those who heed it resist them.
