13 Then I saw a beast coming up out of the sea [C the sea was a symbol of chaos in the ancient world; Dan. 7:1–8]. It [or He] had ten horns [C symbols of power and strength] and seven heads [12:3], and there was a ·crown [diadem; royal crown; C indicating a king of evil] on each horn. A ·name against God [L blasphemous name; some manuscripts read the plural “names”] was written on each head.

The Beast out of the Sea
13 The dragon[a] stood on the shore of the sea. And I saw a beast coming out of the sea.(A) It had ten horns and seven heads,(B) with ten crowns on its horns, and on each head a blasphemous name.(C)
