Romans 9:31-10:3

31 But Israel, who pursued a Torah of righteousness, did not reach the Torah. 32 Why? Because they pursued it not by faith, but as if it were from works. They stumbled over the stone of stumbling, 33 just as it is written,
“Behold, I lay in Zion
a stone of stumbling
and a rock of offense,
and whoever believes in Him
shall not be put to shame.”[a]
Misdirected Zeal
10 Brothers and sisters, my heart’s desire and my prayer to God for Israel is for their salvation. 2 For I testify about them that they have zeal for God—but not based on knowledge. 3 For being ignorant of God’s righteousness and seeking to establish their own, they did not submit themselves to the righteousness of God.

“See, I lay in Zion a stone that causes people to stumble
and a rock that makes them fall,
and the one who believes in him will never be put to shame.”[a](D)
10 Brothers and sisters, my heart’s desire(E) and prayer to God for the Israelites is that they may be saved. 2 For I can testify about them that they are zealous(F) for God, but their zeal is not based on knowledge. 3 Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness.(G)
