15 For to Moshe he says, “I will have mercy on whom I have mercy, and I will pity whom I pity.”[a] 16 Thus it doesn’t depend on human desires or efforts, but on God, who has mercy. 17 For the Tanakh says to Pharaoh, “It is for this very reason that I raised you up, so that in connection with you I might demonstrate my power, so that my name might be known throughout the world.”[b]

Romans 9:15-17
New International Version
15 For he says to Moses,
“I will have mercy on whom I have mercy,
and I will have compassion on whom I have compassion.”[a](A)
16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(B) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[b](C)
