15 (A)For he said to Moses, “I will have mercy on anyone I wish; I will take pity on anyone I wish.” 16 So then, everything depends, not on what we humans want or do, but only on God's mercy. 17 (B)For the scripture says to the king of Egypt, “I made you king in order to use you to show my power and to spread my fame over the whole world.”

and I will have compassion on whom I have compassion.”[a](A)
16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(B) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[b](C)
