15 He says to Moses, you see, “I will have mercy on those on whom I will have mercy, and I will pity those I will pity.” 16 So, then, it doesn’t depend on human willing, or on human effort; it depends on God who shows mercy. 17 For the Bible says to Pharaoh: “This is why I have raised you up, to show my power in you, and so that my name may be proclaimed in all the earth.”

New International Version
15 For he says to Moses,
“I will have mercy on whom I have mercy,
and I will have compassion on whom I have compassion.”[a](A)
16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(B) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[b](C)
