I am not saying that the promise of God has failed; for not all the people of Israel are the people of God. (A)Nor are all of Abraham's descendants the children of God. God said to Abraham, “It is through Isaac that you will have the descendants I promised you.” This means that the children born in the usual way[a] are not the children of God; instead, the children born as a result of God's promise are regarded as the true descendants.

God’s Sovereign Choice

It is not as though God’s word(A) had failed. For not all who are descended from Israel are Israel.(B) Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[a](C) In other words, it is not the children by physical descent who are God’s children,(D) but it is the children of the promise who are regarded as Abraham’s offspring.(E)
