Habakkuk 1:4
Therefore the law is slacked, and judgment doth never go forth. For the wicked doth compass about the righteous; therefore wrong judgment proceedeth.

This is why the law is ineffective and justice never emerges. For the wicked restrict the righteous; therefore, justice comes out perverted.
The Instruction is ineffective. Justice does not endure because the wicked surround the righteous. Justice becomes warped.
Therefore Torah is not followed; justice never gets rendered, because the wicked fence in the righteous. This is why justice comes out perverted.
Laws cannot be enforced; justice is always the loser; criminals crowd out honest people and twist the laws around.
Therefore the law is powerless, and justice doth never go forth; for the wicked encompasseth the righteous; therefore judgment goeth forth perverted.
Therefore the law is torn in pieces, and judgment cometh not to the end: because the wicked prevaileth against the just, therefore wrong judgment goeth forth.
The law is weak and not fair to people. Evil people win their fights against good people. So the law is no longer fair, and justice does not win anymore.
The law has no power to make things right. There is no justice in the courts. Instead, wicked people win against good people. The judges decide that bad people are good.
For this reason the law has become powerless. Justice is never carried out. In fact, the wicked overwhelm the righteous so that justice is perverted.
So the law is paralyzed, and justice never goes forth. For the wicked surround the righteous; so justice goes forth perverted.

The problem as God gave Habakkuk to see it: God, how long do I have to cry out for help before you listen? How many times do I have to yell, “Help! Murder! Police!” before you come to the rescue? Why do you force me to look at evil, stare trouble in the face day after day? Anarchy and violence break out, quarrels and fights all over the place. Law and order fall to pieces. Justice is a joke. The wicked have the righteous hamstrung and stand justice on its head.
Therefore the law is powerless, and justice never goes forth. For the wicked surround the righteous; therefore injustice proceeds.
That is why your teaching is numbed, and justice is never carried out. Wicked people surround righteous people so that when justice is carried out, it’s perverted.

The law can’t do what it’s supposed to do. Fairness never comes out on top. Sinful people surround those who do what is right. So people are never treated fairly.

For this thing law is broken, and doom cometh not till to the end; for the unpious man hath might against the just, therefore wayward doom shall go out. (And so because of this, the law is broken, and judgement, or justice, cometh not unto its proper end; for the wicked have might, or power, against the just, or the righteous, and so perverted justice, or warped judgement, shall go forth.)
