Then Herod, when he saw that he was mocked by the wise men, was exceeding wroth, and sent forth and slew all the children who were in Bethlehem and in all the region thereof, from two years old and under, according to the time which he had diligently inquired of the wise men.

Herod saw that the wise men had fooled him, and he was very angry. So he gave an order to kill all the baby boys in Bethlehem and the whole area around Bethlehem. Herod had learned from the wise men the time the baby was born. It was now two years from that time. So he said to kill all the boys who were two years old and younger.
When the wise men did not return to Herod, he was very angry. He knew that they had deceived him. So he sent his men to Bethlehem. He said to them, ‘Kill all the baby boys in Bethlehem. Kill the boys who live near there too. Kill all the boys who are two years old or younger than that.’ The wise men had told Herod how long ago they had first seen the special star. So he decided to kill the baby boys of that age.

Herod was furious when he learned that the astrologers had disobeyed him. Sending soldiers to Bethlehem, he ordered them to kill every baby boy two years old and under, both in the town and on the nearby farms, for the astrologers had told him the star first appeared to them two years before.
Herod, when he realized that the scholars had tricked him, flew into a rage. He commanded the murder of every little boy two years old and under who lived in Bethlehem and its surrounding hills. (He determined that age from information he’d gotten from the scholars.) That’s when Jeremiah’s revelation was fulfilled: A sound was heard in Ramah, weeping and much lament. Rachel weeping for her children, Rachel refusing all solace, Her children gone, dead and buried.

He simply ordered that all boys who lived in or near Bethlehem and were two years of age and younger be killed. He knew the baby King was this age because of what the wise men told him.
Then Herod, when he saw that he was mocked by the wise men, was exceedingly angry, and sent out and killed all the male children who were in Bethlehem and in all the surrounding countryside, from two years old and under, according to the exact time which he had learned from the wise men.
Herod saw that the wise men had fooled him. He was very angry. He sent men to kill all the baby boys in the town of Bethlehem and around it. They killed all the boys who were two years old or less. Herod remembered what the wise men had told him about the time they first saw the star.
