Ye shall give three cities on this side of the Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.

You are to give three cities east of the Yarden and three cities in the land of Kena‘an; they will be cities of refuge.

Three of them will be east of the Jordan River and three of them will be in the land of Canaan, west of the Jordan River.
Three towns must be in Canaan and three towns must be on the other side of the Jordan River.
You are to set aside three cities east of the Jordan and three cities in the land of Canaan. They will serve as cities of refuge.

Three of these six Cities of Refuge are to be located in the land of Canaan, and three on the east side of the Jordan River.
God spoke to Moses: “Speak to the People of Israel. Tell them, When you cross the River Jordan into the country of Canaan, designate your asylum-cities, towns to which a person who accidentally kills someone can flee for asylum. They will be places of refuge from the avenger so that the alleged murderer won’t be killed until he can appear before the community in court. Provide six asylum-cities. Designate three of the towns to the east side of the Jordan, the other three in Canaan proper—asylum-cities for the People of Israel, for the foreigner, and for any occasional visitors or guests—six asylum-cities to run to for anyone who accidentally kills another.

It’s up to the people exactly which six cities they designate for this purpose, but be sure three are beyond the Jordan and three are in Canaan. These are to be safe places for anyone who unintentionally caused another person’s death whether he is an Israelite or a foreigner.
