For it was of the Lord to harden their hearts, that they should come against Israel in battle, that He might destroy them utterly and that they might have no favor, but that He might destroy them, as the Lord commanded Moses.

For it was Adonai who caused them to harden their hearts and come against Isra’el in battle, so that they would be utterly destroyed, so that they would not find favor but be destroyed, in keeping with the orders Adonai had given Moshe.
The Lord had told Moses that he wanted the towns in this region destroyed and their people killed without mercy. That's why the Lord made the people in the towns stubborn and determined to fight Israel. The only town that signed a peace treaty with Israel was the Hivite town of Gibeon. The Israelite army captured the rest of the towns in battle.
For it was of Jehovah that their heart was hardened, to meet Israel in battle, that they might be utterly destroyed, and that there might be no favour shewn to them, but that they might be destroyed, as Jehovah had commanded Moses.

The Lord made those people feel brave enough to fight against Israel. This was so that Israel could destroy them completely without mercy just as the Lord had commanded Moses to do.
The Lord had caused the minds of those people to become hard. So they all decided to fight against the Israelites. The Lord wanted the Israelites to destroy those people completely, as he had commanded Moses.

Joshua took the whole country: the mountains, the southern desert, all of Goshen, the foothills, the valley (the Arabah), and the Israel mountains with their foothills, from Mount Halak, which towers over the region of Seir, all the way to Baal Gad in the Valley of Lebanon in the shadows of Mount Hermon. He captured their kings and then killed them. Joshua fought against these kings for a long time. Not one town made peace with the People of Israel, with the one exception of the Hivites who lived in Gibeon. Israel fought and took all the rest. It was God’s idea that they all would stubbornly fight the Israelites so he could put them under the holy curse without mercy. That way he could destroy them just as God had commanded Moses. * * *
