These cities are to be a refuge for you from the dead person’s next-of-kin, who might otherwise avenge his kinsman’s death by slaying the killer prior to his standing trial before the community.
If the victim's relatives think it was murder, they might try to take revenge. Anyone accused of murder can run to one of these Safe Towns for protection and not be killed before a trial is held.
And ye shall have these cities for refuge from the avenger; that the manslayer die not, until he have stood before the assembly in judgment.
And when the fugitive shall be in them, the kinsman of him that is slain may not have power to kill him, until he stand before the multitude, and his cause be judged.
That person will be safe from anyone from the dead man’s family who wants to punish the killer until that person is judged in court.
Those towns will be places where the killer can be safe from the dead person's relative. The killer will not die before the people in the town have judged him.

God spoke to Moses: “Speak to the People of Israel. Tell them, When you cross the River Jordan into the country of Canaan, designate your asylum-cities, towns to which a person who accidentally kills someone can flee for asylum. They will be places of refuge from the avenger so that the alleged murderer won’t be killed until he can appear before the community in court. Provide six asylum-cities. Designate three of the towns to the east side of the Jordan, the other three in Canaan proper—asylum-cities for the People of Israel, for the foreigner, and for any occasional visitors or guests—six asylum-cities to run to for anyone who accidentally kills another.
